Tribunal members are appointed by NZ RegCo and approved by the Financial Markets Authority.
Members include lawyers, market participants, directors of issuers and members of the public with particular expertise in financial markets.
Chairperson – Deemple Budhia - Partner at national law firm Russell McVeagh, specialising in debt capital markets, securitisation and derivatives law. Appointed to the Tribunal in 2017.
Deputy Chairperson – David Lane - Director of Aspiring Asset Management. He was previously Head of Equities at UBS New Zealand Limited, an NZX participant firm. Appointed to the Tribunal in 2018.
Special Division Chair - Matthew Blackwell - Company Director and Former Managing Director and Head of FICC at Jarden. Extensive experience in financial markets, derivatives trading and sales management in New Zealand and Asia. Appointed to the Tribunal in 2017.
Hon Sir Terence Arnold KC - former Solicitor - General and Supreme Court judge. Sir Terence was a partner at Chapman Tripp before becoming a barrister sole in 1994 and a Queen’s Counsel in 1997. He was the Solicitor-General from 2000 to 2006 and was appointed a judge of the High Court and the Court of Appeal in 2006, and judge of the Supreme Court in 2013. He retired from the Supreme Court in April 2017. Appointed to the Tribunal in 2017.
Charles Bolt - Head of Governance Services at Computershare NZ. He was previously General Counsel and Company Secretary at both MOVE Logistics Group Limited and Fletcher Building Limited, and also has prior legal experience in private practice. Appointed to the Tribunal in 2022.
Kirsty Campbell - Professional director who has held a range of roles in corporate finance, banking, regulation and law. She is a Public Trust board member and an independent director of Salt Funds, NZHL, Toitu Envirocare and New Plymouth PIF Guardians. She was previously Head of Supervision at the FMA. Appointed to the Tribunal in 2019.
John Dixon KC - Barrister operating out of Shortland Chambers, with a practice including commercial litigation and regulatory law, in particular in the areas of competition, fair trading, and securities law. John has extensive experience as a trial and appellate advocate. He has appeared at all levels of courts in New Zealand. John holds a Bachelor of Commerce and Bachelor of Laws (Honours) from the University of Auckland and a Master of Laws from the University of Chicago Law School. Appointed to the Tribunal in 2021.
Rachel Dunne - Partner at national law firm Chapman Tripp, specialising in equity capital markets. Extensive experience in advising listed companies on corporate and securities law obligations. Appointed to the Tribunal in 2017.
Nicola Greer - Professional director having previously held senior investment banking roles with Goldman Sachs and Citibank. Extensive New Zealand and international experience in fixed income, foreign exchange, and derivatives markets. Appointed to the Tribunal in 2019.
Alan Isaac CNZM - Professional director with extensive experience in accounting, finance and governance. Former national Chairman of KPMG and president of the New Zealand Institute of Directors. He is a Fellow of the Chartered Accountants Australia and New Zealand. Appointed to the Tribunal in 2023.
Darren Manning - Executive Director and Co-Head of Markets at Forsyth Barr Limited, an NZX Participant firm. Appointed to the Tribunal in 2022.
Kristy McDonald ONZM KC - Senior barrister and a King’s Counsel holding a number of governance positions. Kristy has over 40 years’ litigation experience across a range of complex civil, criminal and public law matters, becoming a barrister sole in 1989 and a Queen’s Counsel in 1999. She has extensive experience leading a wide range of inquiries and reviews as well as governance and corporate investigations. Kristy is currently Chair of Kiwifruit New Zealand, the Wairarapa Building Society and the Racing Integrity Board. She was the former Chair of the Audit and Risk Committee for the Ministry of Social Development and has previously been Chair of the Real Estate Agents Authority, the Judicial Control Authority for Racing, the Mental Health Review Tribunal and Deputy Chair of the Electoral Commission. Appointed to the Tribunal in 2019.
Sarah Miller - Principal and director at Black Letter Consulting advising various listed issuers and an establishment member of the NZX Corporate Governance Institute. Her previous experience includes being a Future Director at NZX Limited, Chair of the NZ Listed Companies Association, a Member of the Regulatory Taskforce of Capital Markets 2029, and as General Counsel and Company Secretary at listed issuer Serko Limited and General Counsel Corporate and Company Secretary at Telecom (now Spark New Zealand). Sarah holds a Bachelor of Laws (Hons) from Victoria University of Wellington.
Rachael Newsome - Chief Risk Officer and General Counsel at FNZ Group. Rachael has held a number of in-house and private practice legal roles in New Zealand and overseas, and is a Council member at the University of Auckland. Rachael holds a Bachelor of Commerce and Bachelor of Laws from Victoria University of Wellington. Appointed to the Tribunal in 2021.
Jenn Page - Air New Zealand General Counsel and Company Secretary. Previous experience includes roles as Executive Director at Goldman Sachs, Director and Deputy General Counsel at Citi, in house legal at ANZ and prior legal experience in private practice in New Zealand and London. Appointed to the Tribunal in 2022.
Dave Roberton - Managing principal and head of Macquarie Securities in New Zealand. Dave has more than 30 years’ experience in securities trading, investment banking and equity capital markets (ECM) transactions. Appointed to the Tribunal in 2021.
Gretchen Williamson – investment adviser at Craigs Investment Partners. Previous experience includes adviser roles with Financial Partners International and Ord Minnett. Appointed to the Tribunal in 2022.
Daniel Wong – Director at specialist corporate law firm, Flacks & Wong. Extensive experience advising listed companies on corporate transactions, and NZX Listing Rule and corporate governance matters. Daniel holds Bachelor of Laws (Honours) and Bachelor of Commerce and Administration (Finance and Management) degrees from the Victoria University of Wellington. Appointed to the Tribunal in 2023.
